Your variable sensor is burnt out. That unit controls the speed of fan by regulating power. When it goes, the power is no longer controlled by the switch allowing only full power to go to fan. To replace, follow the wires from the fan to the variable sensor usually located very near to the fan. You may have to remove obstacles to access burnt out variable sensor. Good luck.
Depending on what type of fan, the fan control switch can be located on the wall for a ceiling fan. Each type of fan will have a different location for the fan control switch.
It's pretty simple to wire toggle switches to fan motors. Bring a power lead from the fuse block (on a protected circuit or install an inline fuse) to the toggle switch. Then take the outfeed line straight to the fan motor. The problem is the fan will only run on HIGH. You can install a rheostat switch the same way and it will give you variable speed control to the fan motor.
