You can't buy any outfits if you don't have a membership, however in parties such as the holiday party and the adventure party penguins can get outfits for free. Also when you get a belt in card-jitsu you can wear that and also the ninja outfits. But if you want to buy the things in catalogs you have to be a member.

I don't think you can buy club penguin membership for a week, as far as I know when i played it it was only used for months of memberships and 5 euro/dollars/pounds.
