Well, that's a bit of a general question... If you mean real life items, then no, you have to purchase it with whatever your currency is. If you mean actual virtual neopets items, then yes. :) You can buy items through the Trading Post, Auctions, User Shops or Neopets shops. In other words...real things no,virtual things yes.(well some things.)
Not really, Neopets is where you own a creature (ex: Kacheek) and you can buy them food, clothes, toys, and other items like that. You can play games to earn more neopoints (which can be used to purchase stuff) and you can battle in the battledome to make your neopets stronger. I guess you could consider it one, but in my opinion it's not.
