On my 1991 Firebird 305 TBI the computer shuts down acceleration after 110 mph. I would assume it is probably the same for a 1994.

well if the rt is stock it might beat it in a mile but with a programmed lt1 possibly it will catch up in the end a rt can reach i think 130mph after that it shuts down u know limiter some lt1's can reach maybe 160 mph with no limiter

sounds like ignition module. Check for spark while cranking engine when it decidedly shuts down on you.
The top speed of a 1995 z28 depends on the rating of the factory tires. If your speedo reads 240kph your car came with z-rated tires and no speed limiter. If your speedo reads 180kph your car came with lower speed rated tires and a limiter that shuts you down @ 180kph. Mechanically the cars are no different. GM states "for prolonged driving at over 180 kph inflate tires to 35psi".
