If you mean electrically, the fuel pump relay is located by the computer on the passenger floor board underneath the center console consealed by a small panel (94 Protege) the black wire with pink tracer is the power wire for the pump. The big white wire with what I think is a red tracer is the constant power wire that is the supply. Jump those two together with the key in the on position and the pump should put out anywhere from 62-94 Psi.

The fuel cutoff valve is there do shut the fuel pump off in the case of an accident. Don't bypass it. It's there to prevent a fire in the event of an accident. You really don't want to bypass it. It is a safety factor.
