Then find the difference between this and your horse's UT. e.g. if your horse had 558 in intelligence, and the total was 600, its intelligence UT would be -42. Do the same for personality, e.g. your horse has 672, 750-672= 78, so -78 for personality. Then you would record them as -42/-78. (Make sure they're in the order intelligence/personality).

Are there anyway to max your horses on HorseIsle by a cheat?
There is no way of cheating to max your horse on the game. If you have a training pen on your ranch you can train once and get +1 on every stat, except the UTs.
