If a thermostat is not working properly, you cannot calibrate it. It must be replaced.
In most homes water is made hot by an electric or gas water heater. The electic element or gas flame comes on and heats the water to the required temperature , usually around 135 f in most heaters. The wattage of electric base board heaters does not change because the thermostat is set on low. The wattage is a fixed value on the heater because of its internal resistance element. The thermostat set on low shuts off at a lower temperature than a thermostat that is set on high. It is the time interval that governs the amount of heat that the heater produces when the thermostat calls for heat. Once the room heats up to the temperature that the thermostat is set at, the heater shuts off. The thermostat is just a temperature switch.

If you're talking about an automotive thermostat and an automotive heater , then you should go with whatever temperature range thermostat the manufacturer originally specified . If you live in an unusually cold climate , you can go up a little on the thermostat heat range during the cold weather .
This is wiring 2 baseboard heaters with a double pole wall thermostat you run the power wire to the thermostat on the wall then you run a wire to the 1st heater and then you run another wire from the 1st heater to the 2nd heater and hook red on red and black on black with wiring mariette's in the heaters junction box on left or right side which ever is more suitable for you and then you go to the wall thermostat and hook red on red and black on black with the wiring mariette's and then you hook your power wire to the power supply which is 100 or 200 amp service and on a double 20 breaker and the wire has to be no smaller than 12/2 wire. also do not forget to hook the ground wire (bare copper) on the green screw on your heater and in the thermostat box and then on the power supply box..... now you can turn up your thermostat and enjoy the heat ...........LEE48
Thermostat may not be opening to allow coolant to flow through heater box. Thermostat may be opening too soon allowing cold coolant to flow through heater box. Either way thermostat needs replacing
Depends on the heater. You can have Electric heaters, propane heaters only to mention two.
