I think it does not matter if your cellphone is unlocked whenever you make a call even of it's within or outside the country. It is the sim card and the service provider that matters whenever you call. Make sure that your cell phone can handle the sim card of the service provider that you wish to make use. And as long as the provider has an available service for the country that you wish to call, then you can go ahead and start making calls.
