I just had the same problem. This is what I found and fixed it! When the cable comes down and keeps going but the tire stays up it is because of a metal piece that is supposed to move inside the piece that holds the tire but because of rust or something is does not move inside and gets stuck and holds the tire up. I let the tire down till right before it catches on this metal piece and with a flat screw driver moved the metal piece in a little bit and it was enough to allow the piece holding the tire to come through like it is supposed to. I sprayed a lot of Blaster in there over a period of a couple days too, I'm sure that lubed up the stuck piece a little so when I pushed it with the screw driver it allowed it to move just enough to come through the hole. Hope this helps you. I fought this spare tire for a couple of days, with a crow bar and a hammer. It was very easy once I seen the little metal piece.
