In the final showdown, the Black Widow throws valuable art down at you, which will destroy it. You have to save the art while also cranking the lift up for the shady guy.
Jump into the air to more easily intercept the falling items. After you save a set of four, the Widow will pause, enraged, then throw a small bomb at you. It is during these pauses that you can safely crank the handle on the lift.
Once the shady guy reaches the top, he knocks her down and you have won.
The cottage in the Country Side belongs to the Inspector. At this point in the quest, you have no idea that she is actually the Black Widow.
At any rate, you don't have to find a key or way in. After you chase the thief (the shady guy), and recover the Key Card, you return to the Museum. The package there will direct you to the Pop Art Museum on Early Poptropica. You will talk to the curator and she will give you the key.
*This is the first quest that required a trip to another island in Poptropica.
After chasing the thief (and getting the key card), return to the museum and get the package. Scan the Starry Night painting and meet the lady curator on Early Poptropica. She will give you the key.
Go along the bottom level until you get to the end. Climb up behind the guard and get above him on the boxes. When you see the female guard (third level) walk over and turn away, jump up and sneak behind her until you get near the chair. Jumping on the springy chair should send you up and left to the locked door. (You have the key card.)
Nothing, when you find it. When you get the card (after the scooter chase), return to the museum to receive a package.
It is only used later in the Black Widow's lair, to enter her trove of stolen art once you have slipped past her guards.
(see related question)
You cannot catch her until you are kidnapped and taken to her lair. Get past her guards to reach her trove of stolen artwork, where you and her former henchman (the shady guy) can defeat her.
(see related question)
You will discover that the thief who stole the painting is the guy who "warned you" it was going to be stolen. Show his photo Downtown, then chase him on the scooters from the All That Jazz Cafe to the Docks, where he will escape on a boat. He drops the Black Widow's key card, which you will then pick up.
You only use it near the end of the game, in the underground lair of the Black Widow.
You cannot locate the key. It will be given to you when you can use it.
---
After you get a printout of the thief from the Security Room videos, the mimes will indicate his location (All That Jazz Cafe) and you can chase him on the scooter (avoid the potholes). Pick up the red key card and go back to the Museum. When you go to Early Poptropica, you will meet the curator, who gives you the key to the inspector's house.
The Black Widow is never in the museum (at least not as the Black Widow).

The Black Widow (veuve noire) is posing as the police inspector, whose house is in the Country Side. It is on the far right of Counterfeit Island.

You do not catch the man in the hat. You chase him and he gets away on a speedboat. You find him later when the Black Widow captures both of you.
You don't have to find the Black Widow. She will find you. (Check the colorful painting.)
You beat her. She's in prison.
