You first have to use the Mystery Gift Wi-Fi feature before April 10, 2011. You will then download a Liberty Pass. After downloading it, go to the nearest Pokemon Center and find the guy that gives you the pass (it will show you a picture of him after downloading the Liberty Pass).
Then, go to Castelia City and on one of the docks, you can use the Liberty Pass on a ship to go to Liberty Island. There in lies Victini, which you must battle (at level 15). Ultra balls are the fastest way to capture it. Bring a Pokemon to lower its HP, too.
