To get Mewtwo, you need to trade it from FireRed or LeafGreen. You can catch it in Cerulean Cave after winning in the Pokemon League.

It is impossible to get Mew legitimately on any of the Generation III games. However, one Mew can be found on Faraway Island in Pokemon Emerald. To get there, a player would need the Old Sea Map event key item, which was only released in Japan in 2005. The player would take the Old Sea Map to the S.S. Tidal port in Lilycove city, where they would talk to the woman standing in front of the boat and then Mr. Briney. Mr. Briney would take the player to Faraway Island, where Mew could be found and caught.

Celebi is obtainable only from the Japanese Pokemon Colosseum Bonus Disc, which people received with their reserved copy of Pokemon Colosseum. To get the Celebi, the Colosseum save file must have all 48 Shadow Pokemon purified. After Celebi has been transferred to the Colosseum save file, the Bonus Disc can then be used to transfer up to 48 more Celebi to any Japanese Game Boy Advance Pokémon games as long as the player has beaten the Elite Four and saved in a Pokemon Center. The Celebi will come with the name of "Ageto".

Jiarachi can be obtained from the US Pokemon Colosseum Bonus Disc. A copy of Pokemon Colosseum is not required, and the player just needs to connect the GBA game to the Gamecube through a cable. Jirachi will appear if there is an empty spot in the party.

Deoxys can be caught on Birth Island. To get to Birth Island, a player must receive the AuroraTicket through mystery gift, and then board the S.S. Tidal in Lilycove. The player will arrive on a triangular island where they follow a moving rock until Deoxys arrives. Unfortunately, AuroraTicket events are no longer being held, so it is impossible to get Deoxys legitimately.

Many things must happen before you can capture the three Titans. You first need to obtain the first seven badges, and then witness as Team Aqua releases Kyogre from its slumber, and as Team Magma releases Groudon. The two will then clash in Sootopolis City; when you go there, you shall be directed to Wallace in the Cave of Origin, and he will tell you about Rayquaza, who can calm their fighting. Direct Wallace to the Sky Pillar, where Rayquaza can be found, and then head there yourself; it is southwest of Sootopolis, and northeast of Pacifidlog Town. When you reach the island, you will find Wallace unlocking the door to the tower; ascend to the roof, and you will find Rayquaza, who will awaken and roar before flying off. Fly back to Sootopolis, and a cutscene will play of Rayquaza calming Groudon and Kyogre before flying away.

After that, you can catch Rayquaza whenever you want. Return to the Sky Pillar, and you will find Rayquaza on the roof. Interact with it, and the battle will begin; it is at Level 70. A word of warning, though: to climb the Sky Pillar and get to Rayquaza the second time, you'll need the Mach Bike.

Groudon and Kyogre, on the other hand, cannot be captured until after you have beaten the game and watched the credits roll. After that is done, head to the Weather Institute on Route 119, and talk to the head scientist there. He will say that a certain Route is either experiencing a severe drought or a severe downpour. The Routes on which the severe drought can be are 114, 115, 116, and 118, while the downpour can be on Routes 105, 125, 127, and 129. As soon as you have received the information on where to go, head to the route he mentioned, because your window of opportunity is relatively small.

In the case that there is a drought, you will find an opening in a rock face on the Route that is brightly lit that is not there normally. Enter, and you will find yourself in the Terra Cave, a very short dungeon devoid of Pokémon, except for one: Groudon. In the cave's second room, you will find a pool of magma with Groudon in the center of it. When you move to the edge of the pool directly in front of it, Groudon will approach you, and the battle will begin. It is at Level 70.

In the case that there is a downpour, you will need a Pokémon that can Surf and Dive. On the Route that is suffering from heavy rain, you will find a dark spot in the water, signifying that you can Dive, in a place where there is normally no such patch. Dive down, and enter the underwater cave you find before surfacing. You will find yourself in the Marine Cave, a very short dungeon devoid of Pokémon, except one: Kyogre. In the cave's second room, you will find a pool of water with Kyogre in the center of it. When you move to the edge of the pool directly in front of it, Kyogre will approach you, and the battle will begin. It is at Level 70.

If you take too long to make it to the Terra Cave or the Marine Cave, it will vanish, and the other Cave will take its place. Alternatively, if you have already caught (or defeated) one of the Titans, the other's cave will simply move to a new Route; you can determine which one by consulting the scientist at the weather institute. Also, not that it matters, but once the Titan is captured or defeated, and you leave the Route, you will never be able to find its cave again.

And, of course, the obvious tips: bring lots of good Balls and strong Pokémon, and save before battling them.

it is a little hard but i will tell you you have to have all 3 starters thengo to the town with the fire leader you need the dig kit then dig right by the leader and a mewthree will appear
