The way to catch Kyogre is simple. First you have to go to the route a bit outside of Mosdeep City. Then you have to find the four dive spots that form the shape of the square. Go to the bottom left one and use dive. Then, keep going north and turn left then right. You should come across and underwater cavern. Then navigate your way through the maze. Kyogre should be at the end. If you don't have a master ball, bring 20-40 Ultra balls with you. Good luck!

He'll say that it's raining heavily on a certain route (The route changes every day). Go to that route and you'll find places to use Dive that aren't normally there. Dive down and enter the cave. Kyogre will be at the end. Be prepared; it's level 70.
