How do you catch Kyogre in emerald?

first u have to cach relicanth and wailord then go to the weather institute with castform and u talk to the guy hoo gave you castform and he will tell u where to catch kyogre and groudon. ps. the places where they are it will move if you don't hurry.

The way to catch Kyogre is simple. First you have to go to the route a bit outside of Mosdeep City. Then you have to find the four dive spots that form the shape of the square. Go to the bottom left one and use dive. Then, keep going north and turn left then right. You should come across and underwater cavern. Then navigate your way through the maze. Kyogre should be at the end. If you don't have a master ball, bring 20-40 Ultra balls with you. Good luck!

Once you've beaten the Elite 4 and obtained the National Pokedex, go back to the Weather Institute, go to the top floor, and talk to the scientist. He'll say that it's raining heavily on a certain route (The route changes every day). Go to that route and you'll find places to use Dive that aren't normally there. Dive down and enter the cave. Kyogre will be at the end. Be prepared; it's level 70.
