get to pewter city after you beat elite4. old man is on rock talk to him and he will give you the silver wing. go to whirl islands and explore till you see a sage. talk to him and he will let you past. go to the bottom floor and through the gate and you will see lugia. have many ultra balls cuz it's hard to catch(IMPORTANT)
