you have to beat the team galactic to the point where the boss takes the red chain from uxie, azelf, and mespirit. then you go to mt.cornet with Pokemon that know surf, strength, and rock smash. once you make your way up mt.cornet you enter this snowy place and once you get past that you have to go to spear pillar. there you battle the galactic leaders\boss and once you beat them palkia appears(palkia appears before the battle, you just get to catch him after the battle.) that is how you catch palkia.
