To catch Raquaza you have to get Groudon and Kyogre in the same game (Groudon Lv. 50 soulsilver, Kyogre Lv. 50 heartgold).
If your playing Soul Silver, catch Groudon. If playing Heart Gold, catch Kyogre. Trade Kyogre or Groudon to either game. They both HAVE to be from Heart Gold or Soul Silver. Then cannot be migrated from Sapphire, Ruby, or Emerald. Then visit Professor Oak while having Kyogre and Groudon in your party. Show them to him and he will give you the Jade Orb (I think it should be called the Emerald Orb). Then go to Cianwood. Go inside the Embedded Tower and Rayquaza will be there.
To get Rayquaza you must have gotten Groudon from Soul Silver, and must have gotten Kyogre from Heart Gold. It has to be those Pokemon from those games! It CANNOT be from GBA games.
First, Capture Groudon and Kyogre.
Next, Talk to professer Oak, and he will give you the Jade Orb
After that go to the Embedded Tower (Place where you got Gorudon)
He will be there at Level 50!

After you catch him, you should go to professor oak.
You can only get a rayquaza by transferring it from heartgold or soulsilver or by the GTS.
You need to have both Kyogre and Groudon.
You can always catch Groudon. And Rayquaza too.

No you cannot. Rayquaza is only obtainable in Pokemon Ruby/Sapphire/Emerald and you must migrate it to Platinum.Or if you have Pokemon Heartgold/SoulSilver you can catch Rayquaza using a green orb if you have both Groudon and Kyogre in the game.
You have to get both Groudon and kyogre which are exclusive for heartgold and soulsilver. In heartgold you catch Kyogre and in soulsilver you catch Groudon so you have to trade to have both. Once you have them go back to the place you cought them and make sure they are both in your party (and you have the jade Orb) and rayquaza will be there waiting for you to get pwnd or for you to catch it.
You can't without hacking, unless you have HeartGold and SoulSilver. Why, one word, HM Moves, Rayquaza can't migrate, you need to get Rayquaza on the Nintendo DS. (This requires HeartGold and SoulSilver. You need both, you'll see why...)
in heartgold and soulsilver: get 16 gym badges go to mr. Pokemon and he will give you (blue orb heartgold)(red orb soulsilver) catch which ever either kyogre heartgold groudon soulsilver but then you need to trade with your friend to get the jade orb from prof. oak go to ebbemed tower see rayquaza catch it if you can by pkmndude12
There is no cheat to catch rayquaza in Pokemon soulsilver. To catch rayquaza, (depending on which game you have 'cause s.s. you catch groudon and h.g. you catch kyogre) you have to first catch either Groudon or Kyogre, then you have to get the other one from Pokemon h.g. or s.s. -Go to embedded tower and catch what ever one. -Trade with someone who has the opposite game with you and get their legendary. Take both Groudon and Kyogre to the Embedded tower and you will be able to defeat/battle rayquaza. Hope it helps.
