You must evolve. Catch a Bagon, evolve it into Shelgon at lv. 30, and then evolve it into Salamence at lv. 50. Or, you could trade with someone who has one. Catch a Bagon (found in a secret room in Meteor Falls, require Surf and Waterfall to reach secret area).
Train it to level 30, where it will evolve into Sellgon. Allow it to evolve.
Train Shellgon to level 50, where it will begin to evolve into Salamence. Allow it to evolve.
