Darkrai's Event has long since expired, so it's either cheat or trade from a friend.
Also there is a "Tweaking Glitch" you can ONLY do in Pokemon Pearl and Pokemon Diamond. (DOES NOT WORK IN POKEMON PLATINUM!)
