Glad someone is still playing ruby. :) I do not want to get your hopes down, but you can't. You can only get it if there's a special event on him. Too bad there are no more GBA pokemon special events, but don't get your hopes down. Recently there was a DS special event on Jirachi. All you have to do in a DS special event is got to GameStop, and let the guy there install the pokemon into your DS for free! I think there's one of these like every few months. Just in case I'm mistaken check pokemon.com every day. The DS events can be for Diamond, Pearl, Platinum, Heartgold, Soulsilver, Black, and White versions. and good luck ;)
