You simply find it in floroama town next to the lab in the tall grass
that is right place but theres no lab in floroama town. after you defeat team galatic you can go up across the bridge. go accross that bridge and go up a little (and i mean little) flight of stairs and keep going untill you hit some tall grass. pashirisu is in that tall grass. so there is a more detailed answer
