Bulbasaur is a Kanto starter Pokemon and cannot be caught in the wild. You may be able to use a cheating device to encounter it, but otherwise, you cannot. Bulbasaur can be traded to games via Link Cable, Wireless Connection (incuding Wi-Fi) or through the Pal Park. This Pokemon can become your starter Pokemon in Pokemon Red, Blue, Green, FireRed or LeafGreen.
You can't catch a bulbasaur in the wild, the only way to get one is to have it as a starter pokemon. But if you have an action replay you could get one but it will be a lvl. 20 depending on what code you use.
