The only Legendary Pokemon you can catch in Yellow are Articuno, Zapdos, Moltres, Mewtwo, and Mew. To catch Articuno you must have surf and strength, and must go to Seafoam Islands (located between Cinnabar Island and Fuchsia City). You should use Ultra balls. To catch Moltres, you must have all eight badges because it is in Victory Road. You should use Ultra balls. To catch Zapdos, you must have surf and must go to the Power Plant (located in Route 10, south of the pokecenter). You should use Ultra balls. To catch Mewtwo, you must have completed the game by beating your rival at the Elite Four. Mewtwo is located in the Unknown Dungeon (also known as Cerulean Dungeon) (located in Cerulean City). You should use your Master ball on Mewtwo. To catch Mew, you must not have fought the Gambler in route 8, and the Youngster in Route 24. You also need Fly. Go to route 8 (start at the underground passage) walk down one spot and immediately press start. If done correctly, the start menu should pop up. Fly to Cerulean City, and go to the Youngster who talks about a party on the SS. Anne and has a Slowpoke. Make sure he walks to you. Beat him, and fly to Lavender Town. Walk into Route 8, your start menu should automatically pop up. Press B and you will encounter Mew. It will be level 7. You should use Ultra balls.
the only way is with a masterball
BUT if you rapidly click A then when the pokeball opens slow down and when the pokeball turns yellow hold B.
It sometimes works if you press A and UP at the same time, although it is not ALWAYS reliable, as it has some exceptions
Either use a Master Ball, or use a cheat device that enables the option. That's it.
You can try weakening the Pokémon by attacking it or giving it a status condition, or you can use Pokéballs of better quality.
seriously check your aim
With pokeballs

If you miss a event you could get a action replay and get it from that.
They could be anywhere. They are yellow trees, they aren't hard to miss.
I miss the original Pokemon with Ash, Misty, and Brock. Pokemon used to be amazing, and now it's changed over the years. I really miss the original Pokemon. I love Misty and I miss Misty. Pokemon used to be awesome. The new Pokemon is just not the same. I miss the old Pokemon adventures with Misty and Ash. Misty and Ash need to back together again. IT would be awesome if CN brings back the original Pokemon with Ash, Misty, and Brock for some reruns.
