No, in all Kanto region based games you must use a Bike voucher, due to the enormously high price of a Bike in KANTO. You can find the Bike voucher at the Pokefans clubhouse in Vermillion city just north of the cities Gym and just South of the Pokecenter.

From Lavender Town, there is an underground tunnel to Celadon. To get to Saffron from Celadon, you have to get water from the vending machines in the rooftop square in the Poke Mart in Celadon and then give the guard a drink.

You can't find Zapdos, you can get it by trading it from Leaf Green or Fire Red.
In Leaf Green it is obtainable on the road to MOunt ember. It is rare though, so keep looking. 5 % chance to run into it. Good luck.
You cannot trade with Visual Boy Advance, therefore it is impossible to trade with Pokemon Red or Gold. The emulator is lacking the ability to connect to the internet or with another device. In real life GameBoy Advance, Sapphire would still not be able to trade with previous generations.

Then use a Pokemon to fly to Cerulean City and go fight the guy with a slowpoke (You have to have fought all of the others trainers). Go as far way as you can from him then battle him. Beat him, and then fly to the city with the ghost tower (it should be purple). Go ONE STEP out of the city, and a menu should pop up automatically. Press b to exit, and then Mew should appear.
