Before reaching Cinnabar Island in Pokémon Red, you must first travel through the Pokémon Mansion on Route 21. You'll need to navigate through the mansion to find the key that unlocks the Cinnabar Gym. Additionally, you can access Cinnabar Island by Surfing across the water from Route 19 or Route 20.

To get to Cinnabar Island, you must go to Pallet Town, and surf down on that water at the bottom until you get there.
you can use the statues through out the building to open stuff and there will be a place where it is all black you go walk into that then find your way through to the key

In Pokemon Red, you cannot evolve fossils. Fossils must be revived at Cinnabar Island's Pokemon Lab to obtain the prehistoric Pokemon Omanyte or Kabuto. These fossil Pokemon will need to be leveled up through battles in order to evolve into their final forms, Omastar and Kabutops, respectively.
You take it to the Pokemon Lab on Cinnabar Island, a scientist there will make it into a Aerodactyl.
