Steven Stone will give you a Beldum in exchange for a Forretress.
If you mean metagross, you beat the Pokemon league and return to steven's house in mossdeep city. there will be a pokeball on the table. it contains Beldum, and you have to train it to lvl 45. You will get the metagross.
You get Beldum for free, from Steven after you finish the Pokemon League, go to Stevens house and the ball will be on the table.
You cannot catch Beldum in Pokemon HeartGold. However, you can trade for it. After you have gone to Silph Co. and met Steven to get your Hoenn starter Pokemon, you can go back after a little bit to find him again, and he will give you a Beldum if you trade him a Forretress.
You cannot catch a Metang in Pokemon Diamond. To get one, you can evolve a Beldum.
As of Generation Four, and Probably Generation 5, there is only one Beldum. In Ruby, Sapphire, or Emerald, after beating the champion, go to Steven Stone's house on Mossdeep City, and he has left a pokeball and a note, saying that he has given you Beldum to keep. So, you CAN catch Beldum in an Ultra Ball, but there are no wild Beldum TO catch in an Ultra Ball.
