There was a Pokemon Event in Spring of 2006 that went across the country, and there was a line just for Celebi. I waited an hour to get mine in one of these lines, and it pwns. :) Unfortunantely, there are no more GBA Pokemon events, so now it is impossible to a get a Celebi without hacking.
