Dialga is a gen 4 legendary. Ruby, Sapphire, and Emerald are all gen 3 games. Dialga didn’t exist yet so he is unobtainable in any game produced before Diamond and Pearl. You can get him naturally in Diamond and Platinum, but must trade for him in Pearl. You can also trade him over to later games, and he is available in the Ruby and Sapphire remakes (Omega Ruby and Alpha Sapphire). You can also get him in Pokémon Sun and Moon and Ultra Sun and Ultra Moon through the wormholes and you can get him in Sword and Shield through Dynamax Adventures (you must have the Crown Tundra expansion pack to access this feature).
