The only way to do this, is to use a GameShark.... I know, lame.... but I do know how to get three of 'em, stars I mean. Catch all pokemon, from Mew, Mewtwo to rayquaza. You also need to beat the Elite Four. Yes, it will probably take you forever, but if you really want a Ho-oh and Lugia, i suggest buying a GameShark.
