It is in Cave of Origin. Make sure you bring Electric Pokemon, because Grass could get easily fainted from its Ice Beam. Also make sure you have a Pokemon with the move Thunder Wave or Hypnosis, anything to make it Paralyzed or Asleep. You should attack it first with one of your weakest moves. If it takes really little HP then you do a bigger attack. Keep doing this until its HP is around yellow or red. Do not Confuse it, Poison it, or Burn it. It'll get itself killed. You should bring Ultra Balls, Timer Balls, or Net Balls (I'm not sure if it exists in R/S/E yet by then.) and if the battle seems long, then use one of the Timer Balls.
