Beat E4
Buy 5 or 10 regular repels.
Get the Acro Bike.
Stock up on Good Poke-Balls.
Have a lvl 40 Pokemon in your first spot.
Go to the grassy spot north of Slateport by the entrance of the Cycling Road. Use a repel. Get into the grassy area and start bouncing on your Acro Bike. (Hold B Button Down)
Soon Latios should appear.
1. Beat the Pokemon league
2. then you will start at your house watch the television it will say what to do
3. Roam hoenn or get a eon ticket and go to the southern island and it will be sleeping
4. Eon ticket
