Using the move "Mean Look" will prevent a wild pokemon from fleeing from you. Additionally, pokemon with the ability 'arena trap' and 'shadow tag' will do the same thing. Beyond this, capture is like with any other pokemon; lower hp, add status conditions (e.g. sleep), and through strong pokeballs.

Use a trapinch, cause it to sleep use bind or constrict or try your luck and throw a ball at it.
It doesn't matter what Pokeball you use. If you have the Master Ball left over, you could use that to catch Latias. However, Ultra Balls will work the best if you do not have the Master Ball. I'm guessing you don't have a Master Ball since your asking this question, so the best ball to use would be an Ultra Ball. Sometimes it takes more then once to catch a Pokemon, so you just have to be patient and try not to freak out like me when Latias runs away after chasing it for hours. :D
No. a Master Ball is yes, but is has a lower rate catch than ultra ball so ultra ball is or if a Pokemon who's battling Latias and lasts long, timer ball is good at that point

In Pokemon ruby you can catch latios but not latias, in Pokemon sapphire you can catch latias not latios, in emerald you can choose. Use your master balls on them so they wont fly away. You can use other types of balls, eg timer ball, ultra ball, or great ball on the other legendaries.
