You can catch masquerain by going to route 229. walk up the path north-east that's full of grass (you'll need a max repel if you don't wanna battle) and you should come to a really really small lake. surf on it (don't fish) and you should find a surskit. catch it and level it up once (it normally evolves at 22) and you have a masquerain. =] hope it helped!
