So far your team is fine you should have each be in the 70 range so allow mewtwo and articuno and zapdos level up.

There is no National Pokedex in Pokemon Ranger, so therefore, there's a limit to the Pokemon you can capture. None of those Pokemon can be obtained in Pokemon Ranger without use of an action replay. In fact, I don't think an action replay will give you any of those Pokemon, either. Only the 200+ Pokemon that Nintendo selected for the game can be caught in it. Sorry.
