I haven't caught raiku but i know how and also i caught enti. you either use a master ball or if you used that just use a decent move and catch it. i have heard the best place to catch it is just south of ecruteak but i forgot if i ever seen it there, i haven't seen raiku for a few weeks. i seen enti somewhere in route 43 and then i chucked a master ball at it. raiku and enti are all over the place in johto and one other one i don't know about in kanto.
