its roaming around aimlessly through johto. once you see it you can find out where it is via your pokedex but if you use fly it'll go somewhere completely different.
it is the same with entei. when ever you find it, it will run away after one turn. it will not hurt you. you can only hurt it. get it down to red health with weak attacks, the put it to sleep or paralyze it. the best poke balls to use are ultra balls, fast balls,
and ObVIOUSLY master balls.
