You can't change or improve your chances of finding and catching a shiny Pokemon. The chances of finding any shiny Pokemon are 1/8192 meaning you'll have to go through 8191 normal Pokemon to find 1 shiny version. Keep trying, and good luck!

You can get one by using an Action Replay, because it is extremely rare to catch Kyogre in it's shiny form in the wild.
eather use a cheat code or get lucky every time you encounter a Pokemon you have a 1/8192 chance of that Pokemon to be shiny. absol can be found on route 120 but is very rare and hard to catch bring atleast 10 ultraballs if you want to catch it.you have to be very lucky to get a shiny one

Yes it takes 1 out of 8000 chances to find a shiny Pokemon all you need to do is look for wild Pokemon for a long time eventually you will be lucky. Trust me when i say you can catch a shiny Pokemon because i have done it myself it happened to be a shiny shuppet which i found on the route west of lilycove city.

If you catch a shiny Pokemon, it will always be shiny. You cannot make a normal-colored Pokemon into a shiny Pokemon.
You can trade it from Pokemon Emerald. In Pokemon Emerald, when you find Rayquaza, there is a small chance that it is shiny when you find it. Save the game right before you fight him and keep trying until it turns black. Then catch it and trade it to Pokemon Diamond.
