Starmie cannot be found in the wild in Fire Red. To get Starmie, get the Super Rod from the Fishing Guru in the house between Lavender Town and Fuschia City. Then, go to Vermillion City and fish in the ocean, and you should eventually land a Staryu. Catch it, then buy a Water Stone from the Department Store in Celadon City. Use the Water Stone on Staryu, and it will evolve into Starmie.
