You can throw a Master Ball (with 100% accuracy, without fail), a great ball, or a pokeball (and a few other kinds of pokeballs).
You can't catch staryu in firered only in leafgreen or ruby or sapphire or emerald.
If you are referring to Staryu, you can catch them in Pallet Town, Vermillion City, One Island, and Five Island by fishing using the Super Rod. Starmie can only be obtained by evolving Staryu.
