If its the same as Soul Silver, you first have to make Suicine, Entei and Raikou leave the tower in Eqruteak city, then you will meet Suicine at the far north of Cianwood Isle, next time you meet it will be in a forest like area between Mahogany town and Blackthorn (You have to use cut to get there I think). Then you have to go to the Kanto region. You meet it first in Vermilion at the bay (use surf to get there), the next time is at the shoreline to the far east of Fushia city. Then you can face Suicine east of Bill's house (North of Cerulian city). You will get the opportunity to save before the fight so there shouldn't be a problem. Good luck! :)
