First off, buy a slingshot at Tom Nook's store. Equip it onto your person by dragging the slingshot from your pocket onto the picture of your character. Once it is equipped, tap your character and they will shoot with their slingshot into the air. If you aim it right, then you can shoot down the balloon presents. Then just pick it up off the ground and open it in your pocket.
