when you go into the sewer in power island, dont go anywhere close to ratman go to the right of the screen and when you see the turning thing turn it, some poop stuff will fall out on ratman, and all the flies around him will follow you. next go over to ratman and click on him (try not to get hit by the flies) your handcuffs will come out, and you've caught him!!!
