How do you catch the regis in pokemon emerald?

1. You have to follow the currents West of Pacifidlog Town, staying as far left as possible. When you come to a deep spot use dive, you will go through an underwater passage then there will be some braille on a wall. It says use dive so dive and you will come up into a cave. Got the the end of the cave and there will be 3 braille script tablets that say the same thing, stand in front of the middle one and use dig. You will come to another part in the cave. Put Relicanth in 1st position of your Pokemon party and Wailord last (Vise versa works aswell) and the grond will start to shake. It will say, sounds like some door opened far away. The Regi's caves are now open.
2. To get to Regirock you have to go to Lavaridge Town and go to the bottom of the desert there will be an open cave there. Go inside, go strait up to middle tablet and go left twice, down twice and then use rock smash, the cavern to Regirock will now be open. (Save before you attempt catching Regirock, if you run out of pokeballs or Regirock faints, just restart your Gameboy and try again)
3. To get Registeel, you have to go to Lilycove City and travell West until you come to a flight of stairs, go up it and go through some grass, Registeel's cave will be open. Go to the middle of the cavern and use flash. Registeels cavity will now open and you can try and catch it. (Save before you attempt catching Regirock, if you run out of pokeballs or Regirock faints, just restart your Gameboy and try again)
4. To get Regice you have to go to Dewford Town, surf North for a little bit until you get to a little land mass on the left which you can cross over, cross over it and go North again and you will be at Regice's cave. Go into the cave and up to the middle tablet and walk one lap of the room in a clockwise direction and Regice's cavity will open as previously advised, save before attempting to catch.

Before the three Regis can be caught, the Sealed Chamber on Route 134 must be unlocked.

You must enter the second room of the Sealed Chamber with Relicanth at the top of the party and Wailord at the bottom of the party. This causes an earthquake to occur that opens the doors of the three Regis' hidden caves... Note that the party positions must be reversed in Pokémon Emerald.

In order to get Regice, you must enter the Island Cave, which is on Route 105. The Braille puzzle in the Sealed Chamber on Route 134 must be completed. The player must make a counterclockwise lap of the chamber, sticking close to the walls, after reading the inscription. This will open the door and allow one to face Regice.

To get to Regirock, go to The Desert Ruins on Route 111. The Sealed Chamber's puzzle must have been completed. After this has happened, the ruins can be accessed. When you are in the lobby area, at the Braille inscription, the player must go two steps left, then two steps down, and afterwards use Rock Smash to open the door.

To get to Registeel, go to the Ancient Tomb on Route 120. the ruins must be opened by completing the Braille puzzle in the Sealed Chamber on Route 134. Once inside the lobby area of the tomb, the player must use Flash in the middle of the room to cause the door leading to Registeel to open.

Note that these three PokeMon are extremely hard to capture without a Master Ball, as they will knock themselves unconscious with Struggle before you can capture them easily with Ultra Balls. I had to Paralyze them first, and they took at least a hundred Ultra Balls each to capture.
