You can find Zapdos to the left of the Power Plant in Kanto. You can get there by taking the East exit out of Cerulean city until you come to the river. Ride one of your Pokemon down the river to the power plant and you should see Zapdos. BUT you have to have gotten all 16 badges for any of the legendary birds (Zapdos, Moltres, and Articuno) to appear.
