PS, AI, Flash and several other programs have never been multi-language enabled and will run in the language chosen during install or dictated by the serial number. Furthermore, install packs are region specific and an Asian version may not even contain English language files just like US American installer packages mayx not feature European languages.

Start Photoshop and follow the above steps to change to your preferred language in the UI Text Options, restart Photoshop.
There is no easy way to do it from the preferrences since the language is tied to your serial number, but there is a hack that may work; attempt at your own risk.
For Windows: goto C:\Program Files\Adobe\Adobe Photoshop CS5\Locales\(Language File)\Support Files, and rename the filename "tw10428.dat" to "tw10428.bak"
For Mac: goto Aplications/Adobe Photoshop CS5/Locales/(Language File)/Support Files, and rename the filename "tw10428.dat" to "tw10428.bak"
open photoshop >> go to >> edit menu >> select >> Prefrences >> then >> interface >> there you will get UI Language pack.
Uninstall the program completley, then reinstall it with the correct language.

Yes, you can upgrade from Photoshop CS3 (or earlier) to Photoshop CS5 Extended, no problem.
From the edit menu in Adobe Photoshop CS4, your can select color settings . Their are different settings for web designer and photographers . For instance , a web designer can use color setting sRGB .
You can not change language to Punjabi because Photoshop currently do not support that language.

CS4 Extended is the legal version that you must buy. CS4 Portable is a free, illegal version that does all the same things as CS4 Extended, the only difference is that you can't add plug-ins
