Get a screw driver & a rag. Wrap the rag around the screw driver & get it under the roundel (you may need something even skinnier to it up a little extra to fit in the screw driver)... With enough force you will pop it out of the grommets holding it in. Just don't go crazy, take your time. To get another roundel on you should get two new grommets (quite cheap) and put them on the replacement one. Line it up with the holes & start pushing.
The fuse box is under the hood on the drivers side. the lid of the fuse box has a diagram of the location of the fuses.
