The passport is not a card. It is a small book that you can get the application for at the post office or your local government center. There will be a filing fee, forms to fill out and you need to get passport photos. I think I had to take my birth certificate with me too when I filed.

Not all countries would recognise a US passport card, the document is only of limited value.

If you want a full US passport, you need to contact the US National Passport Information Center

on telephone 1-877-487-2778.

Where to get a passport card?

A US passport card to use for travel to Mexico can be obtained in person at US Post Offices and by mail from the US Passport Agency. If you mean a Mexican passport card for use by Mexican citizens, that does not exist. Although Mexico has recently implemented a national citizenship identity card with fingerprint and iris scan biometrics, it cannot be used to enter foreign countries like a passport.
