On dc universe online do you have to be on a pvp server to pvp?
No. You can flag yourself for PVP play on a PVE server. Though it is my experience that most people don't flag themselves for PVP on PVE servers in DCUO.
What better on wow pvp or normal?
This would be a purely personal preference between PVP and PVE as to which is better. There are pro's and con's to each, and only you can decide which is better.

That depends on personal play style, whether you like PvP, or PvE, and whether you like tanking or dps'ing in PvE. Arms is good for pVp, and PvE has fury for it's best dps spec, but the tank spec should only be picked if you like Tanking in PvE.
What is pve?
PvE stands for Player versus Environment. This is when you are attacking and killing mobs, bosses, animals, living plant type thingies. Anything that you are fighting that is an NPC (Non-Player Character) is PvE. PvP on the other hand, is when you are fighting other subscribers of the opposite faction (or your own faction in a duel or certain mini-zones in the world) that have the PvP flag enabled. On PvE Servers, you are not flagged for PvP unless you enable it manually, attack a city guard in a city that you are at war with, enter certain zones, or attack a player that is PvP flagged themselves. You can also get flagged for PvP by healing or resurrecting someone that is PvP flagged. If you are auto-flagged for PvP with one the scenarios above, it will go away after 5 minutes of non-PvP activity. If you take a flightpath while PvP flagged, you will be un-flagged immediately, and stay un-flagged when you land. On PvP servers, you are basically flagged for PvP all the time while you are out in the world.

Depends on what your trying to do. Blood Magic is good for most PvP and some PvE, but it tired to target mostly one person. Curses can be both PvP and PvE by snaring one person or multiple people with elite spells like Spiteful Spirit. Death Magic is mostly PvE because of Minion Mastering.

That would depend on what purpose you use it for. Tier 10 armor is for PvE and Season 8 armor is for PvP. If you use PvE armor in PvP you will die very quickly, and if you use PvP armor in raids you will not be very effective. Stick to the armor type that matches the content you play in. If you "cross-dress" armor, consider it one season or tier lower for easy math. For instance, T10 armor would be about equivalent to Season 7 armor in PvP.
