First of all dont listen to the other to post one is telling you that their is only 1 fuel filter and the other is telling you to replace the oil filter. OK the small fuel filter is on top and you can unscrew the lid with a 1/2 ratchet. Just dont He-man tighten it when you intall the new filter. As for the other filter, it is located on the frame right under the drivers floor board. What i found that works the best is a 1/2 drive 36mm socket with a swivel on a 24" extension. If you guide the tool asembly along the frame by the transfer case it will line up with the fuel filter lid. Unscrew replace the filter and tighten. Also becareful to have a pan under there and that your out of the way so the fuel that flows down the frame rail doesnt drip on you. Also on the side of the houseing is a 6mm hex plug remove the plug and drain the water out. And buy Ford Fuel Filters and dont buy a cheap filter. These are high maintenance engines that require good fuel and oil.

You can't. 95-96 were the only Neon's that came with fuel filters, after 97 Dodge stopped equiping external fuel filters

loosen filter located top center of engine with 36mm socket to let oil drain back into pan then use 19mm socket to remove drain plug. replace plug and fill with 15qts of oil. Do not forget your fuel filters if it is time not changing fuel filters will cause injectore damage from lack of fuel pressure. both of them one on fram rail below drivers floor board and the second on top center of engine next to oil filter.
In 2004 chevy started putting the fuel filters inside of the fuel tank.

Chrysler started doing away with inline fuel filters in 2000. The filters now are part of the fuel pump in the tank and is not a routinely replaced part.
GM fuel filters are under the vehicle, behind the driver... almost always.
