I myself have Windows 7 Starter, but i think it is the same, go to the start menu, click the icon and a page will come up, then you hit change picture. You can choose from the samples or browse in your pictures.

Look for JWMDIonChanger_V2.6b.cab at XDA Developers.com website. It helps/allows you to change the icons. There are also many icons there.
Shell32.dll holds all the icons for Windows. You might want to get a third party program to change the icons for you if you are.

A person can change the color of selected Icons on the desktop of the computer by right clicking on the Icon. After right clicking, choose "Rename".
This is practically impossible as icons for files can a) be customised and b) change depending on the default program for opening them.

If they're shortcuts, the arrow is part of the shortcut. You can't remove it. But you can use the Change Icons feature to select a different icon for the function or location.
It is not, there is a bug if you select multiple folders and try to change the icon. Setting desktop.ini in any crafty way will not work, and resetting the icon cache will reset all your icons rather than correctly update them to reflect desktop.ini (which specifies the icon of the folder). If you have to replace multiple icons, do not bother.
