I have not changed a 406 but I did on my old 405. It was located in the passenger door mirror. (a little bit protruded out the bottom of the mirror housing) You pushed in something narrow say hacksay blade on the crack between the mirror and the fousing I think next the car side of the miror, clicked a hidden lever upward which rotated a kind of locking mechanism and the mirror came out to reveal the sensor.

Peugeot have two types of IAT sensors. This first sensor for IAT is combined with the MAP sensor. The second IAT sensor for the GTi & GTi 180's are separate entitties and are located at the top of the throttle body.
Sensor should be replaced with a new one if this sensor is faulty the engine will not start! the sensor as a sacrificial pin which is fitted up to the timing gear, the pin determines the working gap (1.2mm) and is removed on start up.
